Will Maryland's rehab program pay to bring a house to code?

It offers financing for that. The Maryland Housing Rehabilitation Program, run by the Maryland Department of Housing and Community Development (DHCD), finances work that brings properties up to applicable building codes and standards. Income targeted households have a second track, the Special Targeted Applicant Rehabilitation Program. Eligibility is up to Maryland DHCD alone, and what you read here is what the program said as of October 2026.

What it pays for

Code and standards work. The program finances repairs that bring a property up to the building codes and standards that apply to it. The Special Targeted Applicant Rehabilitation Program does the same for households inside its income targets.

We don't have the program's loan limits, interest rates or income limits on hand, and we won't guess at them. DHCD has the current numbers.

Where to start

Maryland DHCD, 7800 Harkins Road, Lanham, MD. The application goes to DHCD, and DHCD decides eligibility and the amount.

We also don't have DHCD's rules for how the contractor is paid under this program. Ask when you apply, along with whether you may pick your own contractor.

What code work looks like in the rooms we build

In a bathroom we look first at what's behind the tile: cement board and a waterproof layer, or tile on plain board that has been leaking into the wall for years. In kitchens and baths both, we check the subfloor around the plumbing, because the subfloor decides how long a new floor lasts.

What counts as a code item on your house is for the inspector and DHCD to say, not us. Our job on the walkthrough is to find what is wrong and price fixing it properly, so the repair still holds after the paperwork is closed.

Where we fit

We hold a Maryland contractor license. Nothing here means Maryland DHCD has approved or enrolled us for this program, and we do not apply on your behalf.

Start with a walkthrough. A day or two after it, the written estimate lands on your phone with every line of the scope priced, and that is something you can put in front of DHCD. If the program lets you choose the contractor, we can also do the bathroom, kitchen and flooring work. If it assigns one, the estimate still tells you what the job should cost.

Price the code repairs before you apply

Send the address and what needs fixing, and we'll book a walkthrough and itemize the estimate. DHCD decides the financing. Or call (240) 695-4415.

We take insurance jobs. Financing may also be available for qualifying projects. See financing options.
